Position Summary:
The Clinical Business Analyst will serve as a key liaison between clinical operations, correctional health services leadership, and information technology teams. In the context of a correctional environment, the role will analyse business and clinical workflows, translate requirements into system solutions, support implementation and optimization of health-care information systems, and drive improvements in operational efficiency, data quality and reporting. The incumbent will work within the unique regulatory, security and operational constraints of correctional health services.
Key Responsibilities:

Collaborate with clinical leadership (medical, nursing, mental health, dental) and custody operations to understand, document and analyse current clinical workflows, processes, policies and data flows within the correctional health setting.

Elicit and gather business, functional and technical requirements by interviewing stakeholders, conducting workshops, observing operations and performing gap analyses (current-state vs future-state).

Develop business requirement documents, process maps, data flow diagrams, use-cases, system specifications and test plans.

Serve as the interface between the business/clinical stakeholders and IT/system vendors to ensure solutions meet the clinical, operational, compliance and security needs specific to correctional health services.

Support configuration, implementation, integration and testing of clinical systems (EHR/EMR, pharmacy systems, lab, mental-health modules, dental, referrals) and ensure alignment with workflows in a custodial environment.

Participate in user acceptance testing (UAT), validate builds, track issues/defects and ensure successful go-live and stabilization of system enhancements or new modules.

Monitor, analyse and report on key performance indicators (KPIs), clinical quality measures, regulatory metrics, utilization data, outcomes, costs and operational efficiencies specific to the correctional health setting.

Develop dashboards, reports and analytics to support decision-making for health services leadership and support regulatory compliance (e.g., accreditation, health-care standards in custody).

Identify opportunities for process improvement, optimization, automation and standardization of workflows to enhance quality of care, reduce risk, and improve operational efficiency within the constraints of the correctional setting.

Provide training, documentation (user guides, quick reference materials), and change-management support to clinical and operational staff impacted by system or process changes.

Ensure adherence to relevant regulatory, accreditation and security standards (e.g., privacy/confidentiality of incarcerated persons’ medical records, custodial security protocols, correctional health care standards).

Manage competing priorities, track project and enhancement requests, and maintain backlog of business changes and system improvements.

Work collaboratively across multidisciplinary teams — IT, clinical operations, custody services, external vendors — to implement solutions that integrate with the broader correctional health ecosystem.

Stay current on industry best practices in correctional health, health-care IT, data analytics and business/process improvement methodologies.
Qualifications:
Education & Certification
-
Bachelor’s degree in Health Informatics, Healthcare Administration, Nursing, Business Administration, Information Systems or related field (or equivalent experience).

Certification in business analysis (e.g., CBAP, PMI-PBA) or health informatics is a plus.

Clinical background (nursing, allied health) strongly preferred given correctional-health context.
Experience
-
Minimum of 3-5 years (or as required by level) of business/clinical systems analysis experience in a health-care environment.

Experience working in correctional health services, or with incarcerated populations, or in a secure health-care/custodial setting strongly preferred.

Proven track record with EHR/EMR system implementations, configuration, workflow mapping, reporting/analytics in clinical settings.

Experience in data analysis, report development, KPI tracking and business process improvement.

Solid understanding of health-care regulatory, compliance and accreditation standards (especially for correctional settings).

Experience with data management, reporting tools/dashboarding, SQL or other data-query languages (preferred).

Comfortable working in a complex matrix environment with multiple stakeholders, shifting priorities and constrained resources.

Ability to adapt to secure/custodial work environment and comply with security, confidentiality and access protocols unique to correctional health.

Proficient in Microsoft Office Suite (Excel, Visio, Word, PowerPoint), and able to learn new tools/technologies quickly.
Pay Rate
$67.07 - $70.27/hour
